Sheffield Wednesday Confronts a 'Significant Problem', States Independent Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's ongoing struggles are seen as a "serious issue" and the independent regulator is seeking powers to look into club affairs in such situations, its new chair David Kogan has declared.

In a wide-ranging interview, Kogan, who was named to the position this week, voiced concern towards the club's followers.

The regulator engaged with four supporter groups connected to the South Yorkshire club recently.

The football club have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on multiple instances, including in last month.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the regulator explained.

"Wednesday stands as one of the great brands for the English game and this week we have met fan representatives.

"Our aim is to acquire the ability... which will permit us to bring Wednesday and comparable cases submitted for our review if they warrant scrutiny and acted upon."

Financial Struggles and Leadership Concerns

The team's struggling chairman Dejphon Chansiri stated during the off-season he would be open to selling the club at their home ground, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in earlier this year led to sanctions by the football authorities in June, blocking the team from conducting any player acquisitions for the following recruitment periods, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a local institution that has been part of their lives in many cases.

"I fully appreciate the team's plight, as I do for every team that since 1992 have gone to the wall, or nearly ceased operations, for factors unrelated to the followers."

When asked if the regulator could force an chairman to relinquish a club if they are considered unfit, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But Kogan stressed that forcing owners to sell clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"Our least desirable course of action is commence engagement with an particular organization, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the owner's facing," Kogan said.

"In actuality, when you review the record of the sport, over the recent generations there have been certain proprietors, few in number, but some who have been irresponsible in the way which they've been managing their clubs and ultimately decline to assume obligation for the coming years."

'Mistakes could erase significant advances'

Kogan met with officials from numerous teams to detail the scope of the authority recently and insisted it was a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the significant advances achieved could disappear swiftly," the regulator warned.

"This represents everyone's worst fear in the terms of English football is a huge success story - we must maintain momentum.

"There's an enormous amount of money flowing into the game and has been channeled for the recent generations, because there's no guarantee it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I completely endorse the success and growth as an financial organization of the Premier League.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of the nation. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, indeed, they have been advising us privately they have a considerable comfort."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he revealed he contributed money to the opposition group in 2020.

The chairman contributed funds to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the regulator explained.

"I am no longer involved in any type of partisan engagement."
